一、會議於十月三十日開幕,十一月五日闭幕,除召開群众大會追悼任弼時同志佔半天并休會一天外,正式会议時間,為五天半,開幕式与閉幕式是和省軍政委員會聯合举行的,省府委出席委員实數三十七人(有六人不在昆明)列席廳處會局長以上工作人員五十九人,有三个報告:周保中副主席的‘雲南省人民政府工作報告’,鄭伯克委员的‘減租退押報告’,吳作民委員的‘关於財經工作報告’。至於其他各部門的工作報告,由祕書处印發,作為會議的參考材料。二、根據共同綱领第二十七條的原則,全國政协第一届第二次會議的决定,中央人民政府和西南軍政委員會的指示,本省當前的中心工作是:
