公共遗址作为生态、历史、文化价值的集中体现,具有科研、教育、观赏、休憩等普遍功能,是全民共有的文化财产,所以公众对遗址保护的参与是公众权利也是必要义务。目前我国在公众参与遗址保护方面还存在一些问题,主要表现在政府号召参与的引导不足和公众自发参与的意识缺乏。笔者建议从加强志愿服务的有机融合,进行历史课程的必要教育,增进文化旅游的商业合作三方面开展公众参与。引入公众参与遗址保护应该注重生态和文化建设,兼顾社会和经济效益。
As a concentrated embodiment of ecological, historical and cultural values, public sites have the common functions of scientific research, education, ornamental and rest and are common cultural assets for all. Therefore, public participation in the protection of sites is a public obligation and an essential obligation. At present, there are still some problems in the protection of public participation in ruins in our country, which are mainly manifested in the lack of guidance of the government to participate in the public participation and the lack of consciousness of the public to participate spontaneously. The author suggests public participation in three aspects: strengthening organic integration of volunteer service, conducting necessary education in history courses and promoting commercial cooperation in cultural tourism. The introduction of public participation in the protection of ruins should focus on ecological and cultural construction, taking into account social and economic benefits.
