企业承包经营上,责任制是经济体制改革的一项重要内容。经过几年的实践,效果究竟如何?看法不尽相同。有的认为,企业承包制是“治厂之本”,必须长期坚持;有的认为,承包制使国家财政收入减少,助长了经济过热、价格上涨和通货膨胀;还有的认为,承包企业面临的困难和问题很多,已到了难以承受的地步。这些不同看法不仅是理论之争,而是关系着一定政策取向。应当怎样看待企业承包经营责任制?我们认为——一、要树立正确的利弊观
