中国历史称之为“大”的城市,一个是大上海,再就是大武汉。号称“九省通衢”的武汉,自古就是地区经济的中心。然而,在改革开放若干年后的今天,武汉总体吸聚能力呈下降趋势。“长三角”、“珠三角”、“京津唐”等三大经济圈形体日渐丰满,并成为带动全国经济发展的领头羊;继西部大开发战略之后,中央又提出振兴东北计划,从某种意义上讲,以武汉为中心的华中地区已陷入政策低谷。 有学者指出,所谓中心城市,是指有周边而言,如果没有了周边,也就没有了中心。传统的特大中心城市武汉,正面临着失去周边的危机。在3月份召开的全国两会上,武汉市市长李宪生,这位拥有博士头衔的全国人大代表,当着温家宝总理的面连问三声“武汉在哪里”,引起了媒体和公众的广泛关注。 武汉市长找武汉、反映了一个城市发展中的思考——在中国经济发展的新阶段,武汉的作用应体现在哪里?武汉的定位应是怎样的?这个不是问题的问题,再次引发了人们对武汉定位的思考,也使“武汉经济圈”这一话题再度趋热。
