当前全国水利基本建设已开始走出低谷,呈现出一派大好形势。有些省年基本建设工程投资额已增到了1～2亿元,浙江、江苏、山西、四川等省新上了许多工程。在这种形势下,我们的头脑要冷静,要注重工程质量,强化工程质量监督,才可能不重犯“重进度,轻质量”的错误。这几年,水利基本建设工程质量监督工作有了较大的进展,对提高工程质量发挥了良好作用。黑、浙、闽、甘、鄂、辽、鲁等省加强质量监督工作都取得了明显成效。但有的问题必须给予高度注意。有些地方在施工资质方面出现越级承包和无证施工,使工程质量得不到
