在建立终身教育体系和构建学习化社会的进程中，社区成人教育担负着十分重要的任务．建立社区成人教育学院是建设天津市高标准职业教育体系的一个重要组成部分．鉴于目前刚刚起步，因此学习和借鉴国外的经验是十分必要的．本文对社区成人教育的概念作了探讨，在介绍美国及其它发达国家社区成人教育经验的基础上进行了综述，并对正在转制的社区学院的建立提出了看法．
In the process of establishing a lifelong education system and building a learning society, adult education in the community plays an important role. The establishment of community adult education college is an important part of building a high standard vocational education system in Tianjin.
