2005年12月7日,公安部党委委员、副部长张新枫同志为全国首任公安厅局长培训班作了题为《坚持正确方向不断发展创新继续推进和深化刑侦改革》的讲课,回顾了刑侦改革的主要历程、原因、内容和取得的成效,对刑侦改革中存在的问题进行了反思,提出了继续推进和深化刑侦改革的主要思路。现将张新枫副部长的讲课提纲全文刊载于此,以飨读者。
