历史的演进,需要优势要素的长期集聚;而新的崛起往往取决于紧要关头的准确把握和大胆跨越。2003年7月,锡林郭勒盟委、行署在正蓝旗开了一个在全盟经济发展史上具有里程碑意义的会议。锡盟人把它叫做“蓝旗会议”。会议前后开了9天。前面的7天半是在日夜兼程的考察途中进行的。盟委书记刘卓志、盟长荣天厚亲率9旗1县2市的12路“诸侯”和盟直机关的部分负责人,行程数千里,到呼和浩特市、包头市、鄂尔多斯市和乌兰察布盟学习考察。考察一结束,全团人员就直奔蓝旗,接着开全盟经济工作会议——他们要趁热打铁,消化吸收,联系各自的实际找差距、理思路、找出路。“那真是一次思想大解放、观念大转变、生产力大发展的动员会,开得解渴、过瘾、解决问题。”参加会议的同志至今说起来仍激动不已,“会上没有官话、没有套话、没有虚话,大家讲问题用事实说话,讲目标用数字说话,讲落实用措施说话,越开思想越敞亮,越开身上劲越足。”
