基层检察人员分类管理改革将现有基层检察人员分为检察官、检察辅助人员、司法行政人员三类。在基层院中,这样的分类管理会遇到分类比例难定、基层检察人才流失、现有人员结构不合理等改革阻力。针对以上改革困境,本文认为可以从改善基层检察人员待遇和晋升模式以及合理改革基层院内设机构等方面进行破解。
Grassroots prosecutors classified management reform will be divided into prosecutors at the grassroots level prosecutors, prosecutors auxiliary staff, judicial administrators three categories. In the grass-roots units, such classification management will encounter difficulties in categorization, loss of grass-roots procuratorate personnel, unreasonable existing staff structure and other reform resistance. In view of the above difficulties of reform, this article thinks that it can be solved from the aspects of improving the mode of procuratorate treatment and promotion, as well as the reasonable reform of the establishment of grass-roots institute.
