近日出台的《深圳市深化公立医院综合改革实施方案》提出,广东省深圳市公立医院将不再实行编制管理,取消公立医院行政级别。北京在加快分类推进事业单位改革的大背景下,也将逐步收回公立医院编制。专家表示,公立医院编制管理改革是系统工程,不能搞单兵突进。国家卫生计生委卫生发展研究中心卫生人力研究室主任张光鹏说,受制于编制,很多医院很难引进和储备人才,另一方面形成事实上的同工不同酬。另一位医改专家认为,
