80年代发展中国家出现的外资流入急剧减少和本国资本大量外逃两大问题,将成为制约90年代发展中国家外资需求和引进的两大因素。在此基础上,本文提出应对60年代西方经济学中提出的有关发展中国家外资需求的理论和模型作必要的修正,并阐述了对90年代发展中国家引进外资的重点和对策的看法,认为不同类型的发展中国家在外资引进上有不同的侧重点,但从总体上看,应以引进官方资金为主。
In the 1980s, the two major problems of the drastic reduction of inflows of foreign capital and the massive flight of domestic capital in developing countries will become two major constraints to the demand and introduction of foreign investment by developing countries in the 1990s. On this basis, the paper proposes that necessary amendments be made to the theories and models proposed by western economics in the 1960s concerning the demand for foreign capital in developing countries and that the focus and countermeasures for the introduction of foreign capital by developing countries in the 1990s should be elaborated. Different types of developing countries have different focuses on the introduction of foreign capital, but overall they should mainly focus on the introduction of official funds.
