前期工作是治淮建设的首要环节和基础,面对大规模的治淮高潮的来临,抓好各项工程的前期工作至关重要。在“八五”期间要完成61亿元的投资,其前期工作任务十分繁重,需要完成100多项规划设计工作。国务院治淮会议以后,淮委就把治淮前期工作提到了突出的位置,9月底召开了前期工作会议。对“八五”期间治淮前期工作任务、分工及进度等作了较详细的安排。
