我省已有39万余座水利工程,但工程设施和管理设施都很不完善,甚至存在病险情况。从整体来说,既未达到预想效益,又面临效益日益衰退的趋势,巩固完善已有水利设施是水利产业目前面临的紧迫问题。笔者认为解决的办法有两个:一是通过各种渠道筹集的水利资金,应该首先用于已有工程的巩固完善;二是按成本加适当利润计收水费。
There are more than 390,000 water conservancy projects in our province, but the engineering facilities and management facilities are very imperfect and there are even some dangerous situations. On the whole, it has not reached the expected benefits, but also faces the trend of declining efficiency. The consolidation and improvement of existing water conservancy facilities is an urgent issue facing the water conservancy industry. I think there are two solutions: First, through various channels to raise funds for water conservancy should be used for the first consolidation and improvement of existing projects; the second is based on the cost plus appropriate profits charge for water.
