林业内部存在着严重的采育失调、生产建设同生活建设失调,待业青年同安置劳动就业失调、全民经济同集体经济的发展失调,这些问题长期阻碍着林区建设向前发展,并且潜伏着一定的危险性。解决这些问题除了国家调整林业同其它部门的发展比例之外,林业企业本身也需要认真贯彻调整的方针,来调整林业内部的关系,使之均衡发展。从这一点出发,八○年初白山林场,解放思想,大胆探索,坚持改革,建立了责任林制,调整管理体制,实行林、工、农、商、综合经营、全民经济、集体经济两个轮子同时转,一年来的实践,明显的显示出良好的经济效果和优越性。改革后的经济效果和优越性
