In October 1984, the Langfang Regional Finance Bureau of Hebei Province held a budget training course for the entire county’s township budget. A total of 180 people participated in the study in 154 townships (towns) in the entire district, accounting offices of financial departments, and township and town heads of township governments. Among them are formal cadres and those who have been recruited from rural areas through examinations. All the students who participated in this study cherished this learning opportunity very seriously, and everyone seriously listened to their lectures and homework, and some of them were still suffering from the disease
