国家极其重视职业资格证书制度的建立和推行工作,就是因为它是我国人力资源开发的一项战略措施,千资源万资源,人力资源是第一资源,开发人力资源是经济繁荣、社会进步的根本保证。因此,国家推行职业资格证书制度意义显而易见,概括起来主要有以下几个方面:第一,是培育和发展劳动力市场和建立市场就业机制的必然要求。1998年6月,中共中央国务院在颁发的10号文件中提出:
