近年来,濮阳市各级人社、工会、公安等部门积极配合,出台政策,完善机制,强化措施,深入贯彻落实《劳动合同法》。通过宣传、执法与司法的联动,有效规范了劳动关系,维护了劳动者的合法权益,促进了全市劳动用工环境的优化。但是,在执行过程中,也发现诸如劳动合同签订率低、用工不规范、欠薪等问题亟待解决。一、《劳动合同法》执行中存在的突出问题1.各类企业劳动合同签订率参差不齐。大中型企业劳动用工制度
