The main-branch library system of the Suzhou Library adopts a collaboration-based full-entrustment model.To a certain extent,this model overpasses the system obstacles and demonstrates that the services provided by main-branch library are convenient,efficient,economical,and effective.However,as the most basic problem, “government leadership” remains unachieved.The establishment of demonstrative districts provides the basis for realizing government leadership and forming regulations for the mainbranch library in Suzhou.In this paper,the “new model” for the main-branch library in Suzhou is designed through capitalizing on the opportunity of assisting drafting the documents of demonstrative district establishment,consolidating the successful experiences in constructing the main-branch library,following the objective rules of the main-branch library itself,considering the reality in Suzhou,and further innovating the thinking processes.In this way,government leadership can be realized through regulations.
