建国初期,中共中央办公厅和国务院办公厅曾分别对党和国家机关公文处理作出了统一规定,八七年和八九年,又分别颁发了《国家行政机关公文处理办法》和《中国共产党各级领导机关文件处理条例(试行)》,使公文处理工作有了规范化和科学化的依据.但也毋庸讳言,到目前为止,无论党政机关还是企事业单位,在公文处理上,都还普遍存在一些问题,我们称之为“公文通病”,而企业则更加突出.鉴此,本文试图对企业公文通病的表现、产生的原因和消除措施,作些浅显的分析.
