建国后,我国即志力于大力发展水电,早在50~70年代就建成了一大批水电站。随着历史的推移,技术的发展和经济建设的需要,不少老电站急需进行技术改造。东北地区是我国最早的工业基地,水电事业也发展最早,有的水电工程已经老化,存在重大隐患和缺陷急需处理;有的要采用先进技术进行完善、配套、改造。本刊现将东北电管局1993年9月颁发的《水力发电厂技术改造工程概算编制及管理办法》(试行)摘要转发,供同行们参考。由于本文较长,故分两次刊用,并将原文中的表格略去。
After the founding of New China, our country is dedicated to vigorously develop hydropower, as early as 50 to 70 years built a large number of hydropower stations. With the passage of history, the development of technology and the need of economic construction, many old power plants urgently need technological transformation. Northeast China is the earliest industrial base in China. Hydropower has its earliest development. Some hydropower projects have been aging and there are major hidden dangers and shortcomings urgently needed to be addressed. Some have to adopt advanced technologies to improve, support and transform them. This issue appears to Northeast Electricity Authority in September 1993 issued the “hydroelectric power plant technical reconstruction project budget preparation and management approach” (for Trial Implementation) summary forwarded for reference. As this article is longer, it is published twice, and the original form is omitted.
