人们在选择自己的行为和行为方式时,总是以自我利益是否能够得到最大满足为第一前提条件的。信访行为人,包括信访工作人员、信访机构的行为,自然也符合这一原则。信访工作者和相关办理机构,往往对信访中出现的信访人“越级”信访现象不能理解甚至产生反感,对此我们不能简单地认为是信访工作者及其机构的认识不正确,需要辨析清楚的是:为什么“越级”那么普遍和经常?站在信访人的立场分析,这种“越级”现象产生的原因、背景是什么?是否具有应该理解和认可的“现实合理性”?
