一、树立全新的职工教育观念1.改变旧的培训制度计划经济制度下造就的职工教育,必然使培训制度具有计划性。在市场经济的新形势下,现有的职工教育仍然习惯于计划性,一切培训都是按上级部门的计划行事。这种计划性培训往往造成企业没有自主权,企业培训部门按部就班,亦步亦趋,最终导致只见培训不见效益,只见办班不见成果的结局。计划是个框框,下级部门不得自行改变框框规定的内容,即使不符合企业需要的培训也得办,而企业所需要的培训却搞不成。事实证明,计划性培训常常落后于市场经济的要求,要建立新的符合市场经济要求的培训制度,应以企业所需
