所谓“超前性”,即办公室在服务领导机关、领导活动的各个环节上都要有一定的提前量,在工作的时间上前推、过程中前移、节奏上加快,确保优质高效服务。表面上看,办公室工作是服务工作,具有被动性;但实际上,领导的实质是决策并且组织带领群众实现决策目标,具有主动超前的内在要求。因此,办公室的服务工作,应该主动超前,开拓创新。我们体会,实现办公室工作的超前性,可寻途径主要有四:一、加强学习,提高素质。一是坚持用马列主义、毛泽东思想和小平理论武装头脑,真正掌握辩证唯物主义、历史唯物主义的世界观和方法论,具有政治上的敏锐性和坚定性;二是努力学习社会主义市场经济理论和基本知识、现代科学技术知识和法律知识,具有研究工作尤其是经济工作的能力;三是学习秘书工作的理论知识,掌握工作程序、规范,从而提高综合素质,增强做
