国以人兴,政以人治。正确路线确定以后,干部就是决定的因素。因而,在新的历史条件下,加强和改进党的思想作风建设,建设一支高素质的领导干部队伍至关重要。时代呼唤“好官”,人民需要“好官”。笔者以为,领导干部要在人民心中树立一个“好官”的形象.需要树立“八观”,谨遵“十戒”。一、“八观”立本1、立党为公的权力观,“掌权不专权,用权不谋私”。一要掌好权。位高权重,必须在其位,谋其政,尽其责,为人民多办实事、好事,切不可将责任和义务抛到九霄云外,贻
