《国家“十二五”时期文化改革发展规划纲要》明确提出:“覆盖全社会的公共文化服务体系的基本建立是我国文化改革发展的主要目标之一”。目前,全国各城乡镇公共文化服务建设已基本得到有效落实,人民群众的文化权益已得到了愈来愈多的政策保障。本文以农村群众文化建设为主要研究对象,分析了开展群众文化建设的客观需求及其在新农村建设中的重要作用,并结合工作经验提出了加速新农村群众文化建设的若干建议,以期为农村文化部门工作有序开展提供有益参考。
The Outline of the Plan for Cultural Reform and Development in the Twelfth Five-year Period of the State clearly states: “The establishment of a public cultural service system covering the entire society is one of the major goals of cultural reform and development in our country.” At present, the construction of public cultural services in cities, towns and villages across the country has basically been effectively implemented and the people’s cultural rights and interests have received more and more policy guarantees. This article takes the construction of mass culture in rural areas as the main research object, analyzes the objective needs of mass culture construction and its important role in the construction of new rural areas, and puts forward some suggestions to speed up the construction of mass culture in new rural areas in the light of work experience, Cultural departments work in an orderly manner to provide a useful reference.
