从4月1日开始,市级领导班子、领导干部的“三讲”教育进入“思想发动、学习提高”阶段。这个阶段,是整个“三讲”教育的前提和基础,是确保“三讲”教育取得成效的首要环节。要避免“三讲”教育走过场,首先就要在这方面防止走过场。我们要严格按照中央要求,严肃认真地抓好学习阶段的各项工作,为搞好“三讲”教育开好头,起好步,打好思想基础。下面,我就搞好这个阶段的工作,谈几点意见。一、学习理论、武装头脑,是确保“三讲”教育取得实效的前提和重要环节
