八届全国人大四次会议审议通过的《国民经济和社会发展“九五”计划和2010年远景目标纲要》,确定了“九五”时期振兴国家财政的重要目标。要实现这个目标,需要做很多工作,加强财政法制建设是一个极其重要的方面。今年3月,李鹏总理在八届全国人大五次会议上所作的《政府工作报告》,又把“严格整顿财经纪律,规范财政收支秩序”作为财政经济工作的一项重要任务提了出来。严格整顿财经纪律,规范财政收支秩序,就是要把一切财政收支活动都纳入法制化的轨道,严格依法办事。这就要求我们,必须紧紧围绕振兴财政这个中心.加强财政法制建设。
The Ninth Five-Year Plan for National Economic and Social Development and the Outline for 2010 Vision examined and adopted by the Fourth Session of the Eighth National People’s Congress has determined the important goal of revitalizing state finance in the period of the Ninth Five-Year Plan. To achieve this goal, much work needs to be done and strengthening the construction of the financial legal system is an extremely important aspect. In March this year, Premier Li Peng’s “Report on the Work of the Government” made at the Fifth Session of the Eighth NPC elaborated on the “strict regulation of financial and economic discipline and the standardization of fiscal revenue and expenditure” as an important task in financial and economic work come out. Strictly rectifying the financial and economic discipline and standardizing the revenue and expenditure order should bring all fiscal revenues and expenditures into the legal system and strictly act in accordance with the law. This requires that we must focus on the central task of rejuvenating finance and strengthen the construction of fiscal laws.
