1993年底,湖北全省71个县(市)中47个县(市)财政有赤字,全省累计示字已达10多亿元,企业财务挂帐100多亿元,财政发展面临非常严峻的形势:为了扭转财政工作的被动局面,我省财政部门在省委省政府的领导下,抓住财税改革的有利时机,切实转变理财观念,全面强化财政管理,着力建设效益财政,收到了可喜的成果。从1995年起全省财政实现了收支当年平衡,结束了连续6年的赤字局面,财政运行开始向良性循环转变。
