“Creating an environment in which different opinions within the Party are equally discussed, encouraging and protecting Party members from telling the truth, and paying attention to the truth” was put forward by the “Decision of the CPC Central Committee on Strengthening the Building of the Party’s Ability to Govern” adopted by the Fourth Plenary Session of the 16th Central Committee of the Party Important assertion.
