《普通高等学校图书馆规程》第二章第二条中指出:“高等学校图书馆的各项业务工作都要实行科学管理,不断提高工作质量和服务水平,最大限度地满足读者需要。”这充分体现出图书馆工作中的“读者第一”的原则。推而广之,这一原则也适用于各级各类图书馆。图书馆各项工作都要实行科学管理,都要尽可能地利用现代化技术手段,不论图书馆的哪一个系统实行计算机管理。对读者都是有益的,但是唯有流通系统首先实行计算机管理才是读者受益最直接和最充分的。
Article 2 of Chapter II of the Rules of the Library of Colleges and Univer- sities states: “The management of the various academic work in higher school libraries must be scientifically managed to continuously improve the quality of work and service levels to meet the needs of readers to the maximum.” Fully reflects the principle of “reader first” in the work of library. By extension, this principle also applies to all kinds of libraries at all levels. All work in the library must be managed scientifically, and modern technological means should be used whenever possible, regardless of which system in the library implements computer management. Readers are useful, but only the circulation system first implemented computer management is the most direct and most beneficial readers.
