2015年1月20日,中共中央办公厅、国务院办公厅印发了《关于加强中国特色新型智库建设的意见》。这是我国历史上首次专门针对智库出台意见,标志着十八大提出建立中国特色新型智库后,我国真正开始着手发展智库。中国智库的发展已经在政府推动下,进入了“真刀实枪”的实践阶段!特别是,《意见》中首次提出“社会智库”的概念,指出“社会智库”的作用,及未来扶持民营智库的道路方向。对民间智库来说,《意见》的出台,为民间智库发展打开了突破口。《意见》中肯定了社会智库对中国智库格局中的重要位置,指出“社会智库是中国特色新型智库的组成部分”。目前,中国智库的95%是官方智库,
On January 20, 2015, the CPC Central Committee General Office and the State Council General Office issued the Opinions on Strengthening the Construction of a New Type of Think Tank with Chinese Characteristics. This is the first time in history of our country that we have put forward opinions specifically for think tanks, marking the 18th CPC National Congress’s proposal to establish a new type of think tank with Chinese characteristics. Our country really started to develop a think tank. The development of China’s think-tank has already entered the practical stage of “real shooting” under the impetus of the government. In particular, the concept of “social think-tank” was first put forward in the “Opinion” and pointed out that the “social think-tank” Role, and the direction of the road to support private think tanks in the future.
