据《农民日报》报道，国务院有关部门正在加紧研究制定有利于促进西部开发的政策措施及其细则，西部开发的统一政策将在10月份左右颁布实施。而西部开发总体规划已被列为国家“十五”重点专项规划，6月底就形成了初步材料，现在正听取社会各界的意见和建议，预计明年将全面实施
According to the “Peasant Daily” report, relevant departments of the State Council are stepping up their study and formulating policies and measures conducive to promoting the development of the western region and their detailed rules. The unified policy on the development of the western region will be promulgated and implemented around October. However, the overall plan for the development of the western region has been listed as the key “Tenth Five-Year Plan” national plan and formed the preliminary materials by the end of June. Now it is listening to the opinions and suggestions from all walks of life and is expected to be fully implemented next year
