上海市水利工程供水水费开征以来已经五年了。在这五年时间中,供水水费究竟收得如何?是否达到了预期目的?有那些经验和教训?笔者就这些问题作了一些调查。总的来看,开征了水利工程供水水费,使水利工程管理单位有了一个稳定的经济来源,对一些水利工程设施得以维修和保养,同时也减轻了财政的负担。但是,从实际征收的情况来看是并不理想的,远未达到预期的目的。从这里的一组水费收入数字中可以发现一些问题。
Shanghai water project water fee has been levied for five years.
