随着上世纪七十年代末期改革开放重大国策的提出和实施,我国实现了社会形态与社会背景的双重转型。即实现了从物资匮乏,凭票购买的“计划经济时代”到商品种类琳琅满目、国企和民营企业并驾齐驱,共同发展的“市场经济社会”。由于民营企业需要自负盈亏,且不处在国家政策帮扶的范围之内,本身存在一定敏感性和特殊性。一个企业,若想在如今竞争激烈、物竞天择的市场经济时代中屹立不倒,且不断发展,在将来实现其集团化甚至国际化,就必须在不断提升员工凝聚力的同时,提升其专业技能和道德素质,形成一个切实可行的人力资源管理体系。且毋庸置疑,一家企业无论其规模大小,其职能以“调兵,练兵”为主,人力部门都是核心部门,然而“培训”是“练兵”的最直接途径,其作用和重要性不言而喻。
