党的十八大报告明确指出,支持发展慈善事业。中共中央政治局常委、国务院副总理李克强在接见第七届中华慈善奖获奖代表时强调,“慈善事业是献爱心、暖人心、惠民生的崇高事业。要顺应人民群众的新期待和时代进步的新要求,不断探索创新,采取更有力的措施,推动慈善事业实现更大发展。”民政部作为促进慈善事业发展的主管部门,坚持以科学发展观为指导,突破既有发展模式,加大创新力度,不断实现慈善理念的普及和更新、慈善行为方式的丰富和发展。近年来,政府促进慈善事业发展的创新亮点不断涌现。其中,经营型慈善方式就是主要创新亮点之一。
