本文简要阐述了进出境动植物检疫的法制与技术两个基本属性,概述了中国进出境动植物检疫的法律法规和技术支撑体系及其特点,并建议从强化法规体系的统一性、加强对实验室业务需求指导和多途径解决一线实验室建设3个方面,对进出境动植检法规体系建设和实验室建设提出了建议。
