通过区域经济互补,实现整合发展,是消除区域不平衡、实现区域经济协调发展的重要途径。本文根据“谁互补—互补什么—如何互补”的机制设计思路,进行了经济互补机制的主体探讨.分析了互补的内容,提出了实行区域经济互补的14种模式,并将其归纳为平行互补模式和交叉互补模式两大类型,阐发了实现经济互补的主体行为途径。在此基础上,提出了三大保障机制,即市场选择机制、利益补偿机制和政府扶持机制,以确保区域经济互补机制的有效实施。
Through regional economic complementarity and integration and development, it is an important way to eliminate regional imbalance and achieve coordinated development of regional economy. Based on the mechanism design idea of “who completes each other - how to complement each other”, this article has carried on the main discussion of the mechanism of economic complementarity, analyzed the contents of complementarity, proposed 14 kinds of modes of implementing regional economic complementarity, and summarized them as Parallel complementary mode and cross-complementary mode two major types, elucidated the realization of economic complementarity of the main behavioral approach. On this basis, the author puts forward three guarantee mechanisms, namely, the market selection mechanism, the interest compensation mechanism and the government support mechanism to ensure the effective implementation of the complementary mechanism of regional economy.
