[目的]探索IS09001:2000质量管理体系在卫生行政许可工作中的具体应用及对行政许可工作质量的影响,为行政许可工作的标准化管理积累经验。[方法]按照IS09001:2000标准建立覆盖卫生行政许可工作的质量体系,并对体系实施前后的行政许可工作质量进行评价。[结果]IS09001:2000应用前后共实施食品卫生行政许可32706件,应用后的案卷合格率较应用前显著提高。[结论]在卫生行政许可工作中推广应用IS09001:2000,不仅能够提高行政许可工作质量,而且有助于提高工作绩效。
[Objective] To explore the specific application of IS09001: 2000 quality management system in the work of health administrative licensing and its impact on the quality of administrative licensing work, and to gain experience for the standardized management of administrative licensing work. [Method] According to IS09001: 2000, a quality system covering health administrative licensing work was established, and the quality of administrative licensing before and after the implementation of the system was evaluated. [Result] Before and after the application of IS09001: 2000, a total of 32706 pieces of administrative sanctions for food hygiene were implemented. The passing rate of the case files after application was significantly higher than that before the application. [Conclusion] The popularization and application of IS09001: 2000 in the work of health administrative licensing can not only improve the quality of administrative licensing work, but also help to improve the work performance.
