2001年11月国家税务总局下发了《税务人员执法资格与能级认证暂行办法》（试行）。今年以来,我们以陕县地税局为试验平台,深入开展了执法资格与能级认证试点工作。 一、此次执法资格与能级认证试点工作的基本特点 陕县与三门峡市区毗邻,在陕县局的12个基层所中,农村所8个,城区所4个,其征管业务和人员素质结构具有明显的城乡混合特征,使得试点工作具有广泛的代表性和实际针对性。
