怎样搞好军队干部家属住房制度的改革?近年来,围绕这一课题,从事实际工作和理论研究工作的同志,都做了大量工作,也取得了许多成果。但无须讳言,前段时间着手研究和解决这一课题时,普遍存在着“三多三少”的倾向,即套用地方房改的作法多,结合部队实际拿出自己的章法少;考虑眼前利益的多,作长远规划的少;“刚性”规定的多,探索“弹性”政策的少。笔者认为,如果上述“三多三少”问题不解决,军队干部家属住房改革只能是治标不治本,很难有实质性的突破,不利于促进军队干部家
How to do a good job in reforming the housing system for military cadres and their families? In recent years, comrades working on this issue and engaged in practical and theoretical research have done a great deal of work and made many achievements. However, there is no denying that when we started to study and solve this issue some time ago, there was a general tendency toward “three more and three less”, that is, there are many ways of applying local housing reform and combining with the reality of the armed forces to come up with our own laws and regulations. For the long-term planning of less; “rigid” provisions of more to explore the “flexible” policy less. The author believes that if the above-mentioned problem of “three, three and three less” is not solved, housing reform for the family members of the armed forces cadres can only be a temporary solution to the problem and it is hard to have a substantive breakthrough.
