2001年5月22日,国务院向各省、自治区、直辖市人民政府及国务院各部委、各直属机构发布了《中国儿童发展纲要(200l一2010年)》(全文可参看2001年5月30日《中国妇女报》)。在《纲要》发布一周年的日子里,我们特邀了几位中国学前教育界的代表,笔谈这个《纲要》。学前教育工作是我国儿童工作极其重要的组成部分。但是,当前我国的学前教育事业出现了一些发展中的问题,有相当多的省区市学前教育事业发展出现滑坡现象。面对这一现实,让我们重新学习这个《纲要》,认真思考和分析一下我们的各级政府是否真正在贯彻落实这个《纲要》,坚持“儿童优先”原则?我们的学前教育在儿童的生存、保护和发展方面到底做得怎样?如何保护儿童的合法权益?联系“21世纪中国教育振兴行动计划”和“国民经济和社会发展‘十五’计划”来看,学前教育是否真正能达到国家提出的发展目标?《纲要》的实施是否真的按《纲要》所要求的那样已“纳入政府的议事日程,纳入政府主要负责人和主管负责人的政绩考核”?我们希望,各级政府,特别是各级教育行政部门能为实现《纲要》提出的目标作出应有的努力。以上所谈,是我们编辑这组稿件的主要目的所在。
On May 22, 2001, the State Council promulgated the “Outline for the Development of Children in China (200l-2010)” to the people’s governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions under the State Council, and its subordinate agencies (for the full text, see China Women’s News “). In the first anniversary of the publication of the ”Outline“, we invited several representatives of China’s pre-school education community to write down the ”Outline.“ Pre-school education is an extremely important part of our work for children. Faced with this reality, let us re-learn this ”outline“ and seriously consider and analyze whether our governments at all levels are really implementing the ”Outline“ and sticking to the principle of ”children’s first priority.“ Our pre-school education has great influence on the survival of children How to protect the legitimate rights and interests of children?
