口号是一种好懂易记、鼓舞人心的宣传好形式。我国是一个“口号大国”。从陈胜、吴广提出“王侯将相,宁有种乎”的口号,一直到现在“改革开放,振兴中华”的口号,确实在不同历史时期起到了振奋精神、激励斗志的作用。 但是,现在有的口号提得越来越离谱、不切实际了。特别是有的地方政府和行业提的口号,其荒唐程度不亚于“大跃进”年代“人有多大胆,地有多高产”那样的口号。例如,有的地方政府提出“超常发展,提前实现小康”,有的行业提出“打破常规,赶超世界一流企业”等口号,就经不起推敲。试问:什么是“超常发展”、“打破常规”?它的内涵是什么?无人作出具体、准确的解释,但给基层带来的害处却很大,甚至是灾难性的:

For example, some local governments put forward “extraordinary development and realize well-to-do things ahead of schedule.” Some industries put forward the slogan of “breaking the routine and catching up with and surpassing world-class enterprises” and so on. Q: What is “extraordinary development” and “breaking the routine?” What is its connotation? No one has given a concrete and accurate explanation, but it has caused great harm to the grassroots or even catastrophic:
