职代会民主评议活动诞生至今已经有10年之久了,它的立法起源于1986年9月15日中共中央、国务院颁的《全民所有制工业职工代表大会条例》第二章十条4点,1988年人大颁布的《中华人民共和国全民所有制工业企业法》第五章五十二条4点。早在1978年邓小平在中国工会第九次全体代表大会上提出:“企业的重大问题要经过职工代表大会或职工大会讨论,企业的领导干部要在大会上听取职工意见,接受职工的批评与监督,某些严重失职或作风恶劣的领导人员和管理人员,大会有权向上级建议给以处分和撤换……”。我们党的领导人小平同志
