社会抚养费是补偿性条款,而非惩罚性条款。那些仍在坚持社会抚养费征收标准与超生家庭收入水平挂钩的省份,即便看不到社会抚养费的存废之争,至少也学学深圳的这次修订。三孩以上的超生将统一按照计征基数的三倍征收社会抚养费,不再像过去那样按孩次加倍征收。高收入的超生人群也将不再被额外加倍征收社会抚养费。正在公开向社会征求意见的《深圳经济特区人口与计划生育条例(修订征求意见稿)》做了上述规定。
Social support payments are compensatory, not punitive.
