什么样的学校是薄弱学饺?有些同志曾有过片面的认识。一些学校的同志,当教育行政部门对一些薄弱学校要采取某种倾斜政策的时候,常常称自已是薄弱学校;当教育行政部门要对学校进行评估验收、评选先进的时候,他们又常常不承认自己是薄弱学校。而一些教育行政部门的同志和社会人士,又常常以学校升学率高低为标准,把一些升学率低的学校称为薄弱学校。这些认识都不全面。我们认为:所谓薄弱学校,是指那些办学条件比较差、学校管理比较弱、教学质量比较低、社会声誉不够好、与其他学校有较大差距而未被社会认可的学校。根据这种认识,我区于1985年在对全区38所中学和74所小学进行了合格学校验收的基础上,经过分析,把12所学校定为薄弱初中,把8所小学定为薄弱小学,分别占当年初中和小学总数的31%和11%。
What kind of school is weak? Some comrades had a one-sided understanding. Some comrades in schools often call themselves weak schools when the educational administrations adopt some sloping policy on some vulnerable schools. When educational administrations evaluate and accept schools, they often fail to recognize I am a weak school. However, some comrades in education administration departments and members of the public frequently refer to schools with a low enrollment rate as the weakest schools, taking the enrollment rate of schools as the standard. These understandings are not comprehensive. In our opinion, the so-called weak schools refer to those schools that have poor school conditions, weak school management, low quality of teaching, poor social reputation, and large gaps with other schools which are not recognized by society. On the basis of this understanding, on the basis of the acceptance of qualified schools in 38 secondary schools and 74 primary schools in our district in 1985, we analyzed 12 schools as weakest junior high schools and 8 primary schools as weakest primary schools , Accounting for 31% and 11% of the total number of junior and senior high school respectively in that year.
