受总政办公厅委托,在信访局的具体指导下,中国人民解放军西安政治学院于1997年9月1日至26日,举办了全军首届信访干部培训班,来自全军各大单位和武警部队的41名专兼职信访干部参加了培训。教学中,本着为部队服务的思想,针对短训班的特点,大家重点学习了党中央、国务院、中央军委关于做好新时期信访工作的指示和全国信访条例、军队信访条例、军队信访管理规定,传达了全国、全军信访工作会议精神,分析了当前军队信访工作形势,明确了今后军队信访工作任务。学员们普遍反映,这次短期集训,节奏快,内容新,方法活,收获大。
