《我国有线电视向数字化过渡时间表》已经公布,这是中国电视(含广播)发展史上的一件具有里程碑意义的大事。但就目前情况来看,除电视管理部门以及与此相关的“宽带”,“机顶盒”和“数字频道节目”三部分运营部门在努力外,其他方面似乎十分平静。这种平静并不是一件好事,它至少说明相关部门还没有注意中国电视数字化将会带来的方方面面的巨大冲击,没有关注到自己将来在数字化大潮中可能拥有的或者失去的东西。发展总是双面的,发展的核心是创新性建设,但发展的效应中也有毁灭性淘汰。中国电视数字化的发展进程中,“发展的问题”必然伴随出现,我们必须未雨绸缪。
“China’s Cable TV to Digital Transition Schedule” has been announced, which is a milestone event in the history of the development of Chinese television (including radio). However, as far as the current situation is concerned, everything else seems to be very calm except for the TV management departments and the related three operating divisions of “broadband”, “set top boxes” and “digital channel programs.” This calm is not a good thing. At least it shows that relevant departments have not paid any attention to the huge impact that various aspects of digital television in China will bring. They have not paid attention to what they may own or lose in the digital tide in the future. Development is always two-sided. The core of development is innovation-oriented construction. However, the effect of development is also devastatingly eliminated. In the process of the development of China’s television digitization, “the issue of development” must inevitably come along. We must take precautions.
