国家体改委分配和社会保障体制司目前撰文认为,当前分配领域存在的突出问题,焦点主要集中在垄断与竞争、市场与政府、收入与消费、财政与创收等几对矛盾上,只有抓住这些深层次的矛盾焦点,规范收入分配才能有的放矢,取得实效.1.对新兴产业采取扶植和保护政策是必要的,但要清除市场准入壁垒,更不允许凭借行业垄断获得个人额外收入.
