2017年4月15日,第二届全国信访制度理论与实践研讨会在深圳举行,会议由中国法学会行政法学研究会信访法治化专业委员、北京市信访矛盾分析研究中心主办,由深圳大学法学院中国信访与特区法治研究中心协办。大会开幕式由北京市信访办副主任张宗林主持,深圳大学法学院院长黄亚英教授、南京大学智库评价中心首席专家李刚教授、广东外语外贸大学党委副书记石佑启教授、中国法学会研究部副主任彭伶研究员为大会致辞,本届大会共设置信访工作创新、矛盾源头预防、数据研究与应用、法治信访与实践四个主题单元,共有12位专家学者、信访实务界工作者进行了主题发言,4位专家针对发言人发言进行了点评。广东外语外贸大学云山领军学者、中南财经政法大学原副校长陈小君教授,中国法学会行政法学研究会信访法治化专业委员会副主任委员章志远教授为大会做了总结发言。本文将大会相关内容摘登如下(以大会进展顺序为序):
On April 15, 2017, the 2nd National Seminar on Theory and Practice of the System of Letters and Visits at the Second National was held in Shenzhen. The symposium was sponsored by the Institute of Administrative Law of China Law Society, College Letters and Visits in China and the SAR Law Research Center. The opening ceremony of the conference was chaired by Zhang Zonglin, deputy director of Beijing Municipal Bureau of Letters and Calls, Professor Huang Yaying, dean of Law School of Shenzhen University, Professor Li Gang, chief expert of Think Tank Evaluation Center of Nanjing University, Professor Shi Youqi, deputy secretary of Party Committee of Guangdong University of Foreign Studies, Peng Ling researcher delivered speeches for the conference. This conference set a total of four theme units: letters and calls for work innovation, prevention of contradictions, research and application of data, letters and practice of law enforcement, a total of 12 experts and scholars, letters and visits practitioners conducted keynote speeches, Four experts commented on the spokesman’s statement. Yunnan University of Foreign Studies Yunshan Leading Scholar, former vice president of Zhongnan University of Economics and Law Professor Chen Xiaojun, Law Society of China Administrative Law Seminar of Law Committee of the Vice Chairman Zhang Zhiyuan Professor made concluding remarks for the conference.
