随着上海浦东新区会展业等重大活动蓬勃发展,重大活动食品安全保障任务日益繁重。为了使浦东食品卫生监督在人少、事多情况下,能确保重大活动的食品安全;为了改变目前重大活动保障中存在纳税人买单、政府服务承担风险、企业赚钱的不合理局面,切实增强主办方食品安全意识,消除食品安全隐患;为了改变政府职能部门在重大活动保障中既当“运动员”、又当“裁判员”的尴尬局面,明确职责,转变政府职能;也为了引导社会力量介入食品安全保障工作,浦东新区食品药品监管分局本着大胆创新、破解难题、提高效能的精神,在浦东新区领导的大力支持下,在充分调研分析、借鉴国际监管理念的基础上,通过培育社会中介机构,在重大活动保障中大胆实践,在全国率先形成了一套行之有效的重大活动食品安全保障的市场化运作机制,取得了良好的经济、社会效应,对同行的食品安全监管深化改革具有相当的借鉴意义。
